Obama on Monday will propose a $3.8-trillion fiscal 2011 federal budget that includes $237 million for the purchase and upgrading of a prison in Illinois to house detainees now at the Guantanamo Bay military prison in Cuba. Zippy just likes to spend money. If he wanted to save money, it'd clearly be cheaper and easier to try and execute these s*$%balls in Guantamo.
